Executive Committee

  • Rodney Barton - Director of the West Yorkshire Pension Fund

    Rodney is the Director of the West Yorkshire Pension Fund and is responsible for its administration including the internal management of its £13 billion investment portfolio.

    He qualified as a chartered accountant in 1977 with Price Waterhouse. In 1982, he was appointed Senior Technical Assistant to the County Treasurer at Merseyside County Council until his appointment as Chief Investment Officer of the Merseyside Pension Fund in 1987. He was Head of Investments for the East Riding Pension Fund from 1995 until 2009 when he took up his current appointment.

    Rodney is a director of Montanaro European Smaller Companies plc, The York Diocesan Board of Finance Limited, and he sits on the Executive Board of the Local Authority Pension Fund Forum.

  • Paddy Dowdall - Assistant Executive Director at Greater Manchester Pension Fund

    Paddy is Assistant Executive Director at Greater Manchester Pension Fund with responsibility for Property, Local Investments and GLIL, which he co-founded and where he sits on the EC and GLIL IC.

    Paddy is well known for his innovative approach to investing. He has been a pioneer in leading LGPS investing in housing and property development in the North West of England with the twin aims of achieving commercial returns for his funds whilst having a positive impact on the local economy. Paddy has significant experience of investment in a wide range of assets including listed securities, infrastructure, private equity and property and has previously worked at Merseyside Pension Fund.

    Paddy is a member of the Chartered Institute of Public Finance and Accountancy and a graduate of Durham University.

  • Chris Rule - Chief Executive Officer, Local Pensions Partnership and Local Pensions Partnership Investments

    Chris is the Chief Executive for both Local Pensions Partnership Group (LPP) and Local Pensions Partnership Investments Ltd (LPPI), LPP’s Investment business. Chris had previously held the role of Chief Investment Officer for one of LPP’s clients, the London Pensions Fund Authority, since October 2014.

    Chris has a wealth of investment experience. He has held a number of senior positions including Head of Alternatives at SEB Investment Management, as well as founding and co-managing the multi-strategy team whilst a Principal at Old Mutual Asset Managers. Earlier in his career, Chris was trained as a risk manager at GNI Fund Management, before taking on investment management responsibility for hedge fund portfolios.

    Chris graduated from Manchester University and is a Chartered Alternative Investment Analyst.

  • Peter Wallach - Director of Pensions for Merseyside Pension Fund

    Peter is Director of Pensions for Merseyside Pension Fund and is responsible for managing all aspects of the fund.

    Peter has extensive experience in the financial services industry. Prior to joining Merseyside, he worked as an investment manager at Close Wealth Management, managing a global balanced portfolio. His career commenced in private banking, with Coutts, where he undertook a variety of portfolio management and support roles at the Bank.

    Peter holds an MBA from Sheffield Hallam University, is a Fellow of the Chartered Institute for Securities & Investment and an Associate of the Chartered Institute of Bankers.

  • Ted Frith - Chief Operating Officer

    Ted joined GLIL in November 2018 and is the Chief Operating Officer. He is a non-voting member of the Executive Committee. Ted is responsible for non-investment matters at GLIL.

    Ted’s career spans 30 years in investment banking and asset management and he has a track record of building and developing a number of successful businesses through the creation of superior client propositions. He graduated from Oxford University in 1987 after studying Chemistry. The first half of his career was in debt capital markets where he held a number of increasingly senior roles in the foreign exchange and interest rate markets. Ted worked for Orion Royal Bank, Midland Montagu, Citibank and Dresdner Kleinwort Wasserstein (“DrKW”). His last role was as Managing Director and Head of Global Sales and Marketing Strategy for investment banking at DrKW.

    Ted left investment banking in 2005 and embarked on a new career in asset management. He spent eight years broadening the product range and distribution capabilities for Aspect Capital, a London based CTA. More recently, Ted has been running a third party marketing business as well as acting as a consultant and NED for a number of companies

Investment Team

  • Simon Davy - London

    Simon joined LPP in December 2016 after 21 years in investment banking. He is part of the team responsible for the origination, execution and management of LPP’s infrastructure investments including GLIL Infrastructure Ltd.

    Simon spent 15 years working for Bank of America Merrill Lynch in a variety of roles across the debt and equity capital markets. These included advisory work, predominantly with UK corporate clients. Prior to that Simon spent six years at JPMorgan. Simon’s experience includes financing and advisory work for infrastructure companies, particularly utilities, transport and service companies, having worked with some of the largest listed and unlisted entities in the UK. In addition to private companies, Simon has spent considerable time working with and advising parts of UK Government, such as the Department for Transport and Network Rail. Simon graduated from Oxford University.

  • Simon Edwards - Bradford

    Simon is the Alternatives Investment Manager at the West Yorkshire Pension Fund where he has doubled the size of the Alternatives portfolio over the last ten years. Assets under management are now £2.8bn. This includes the Private Equity and Infrastructure portfolio for which he has achieved top-decile performance against 89 other Local Authority Pension Funds over 1,3,5 and 10 years. Simon has board experience in the social housing sector, in particular audit and risk, and is also a director of Riverside Group Pension Trustees Limited.

    Simon has a Mathematics degree from the University of York and a Masters degree in Investment Analysis from the University of Stirling. He has been a Chartered Financial Analyst (CFA) charter holder since 2004 and is an associate member of the UK Society of Investment Professionals (UKSIP).

  • Daniel Hobson - Manchester

    Daniel is a Senior Investments Manager at the Greater Manchester Pension Fund. He leads GMPF’s direct Investment Team and is a board director of Clyde Windfarm Limited and Rock Rail East Anglia PLC. Prior to this role, Danny managed GMPF’s private equity portfolio, infrastructure portfolio and 'Special Opportunities Portfolio' He has also has an interest and has been involved in wider investment activities such as fund strategy.

    Danny joined GMPF in 2006 as Investments Officer responsible for GMPF’s investment accounting and assisting with all aspects of GMPF’s activities, including the private equity programme. He assumed his role as Senior Investments Manager in 2015.

    Prior to joining GMPF, Danny spent three years at Skandia Life and started his career at PwC in Manchester. Danny earned a bachelor’s degree in Aerospace Engineering from the University of Manchester.

  • Adil Manzoor - Liverpool

    Adil is a member of the Investment Team at Merseyside Pension Fund and is responsible for Infrastructure and Local Investment Portfolios.

    Prior to Joining Merseyside Pension Fund he worked at a firm of Chartered Accountants providing accountancy, tax and business consultancy services across Northwest of England.

    Adil is an Associate Chartered Accountant and a member of the Institute of Chartered Accountants in England and Wales.

  • Jonathan Ngai - London

    Jonathan joined LPP in December 2017 and is responsible for providing analytical support to the firm’s investment activities primarily in infrastructure and private equity. Prior to joining LPP, Jonathan was an analyst with Hillbrook Partners where he was advising on a number of transportation related merger & acquisition transactions. Prior to that, Jonathan was an analyst at Centrus Advisors, specialising in Debt Capital Markets in the infrastructure sector.

    Jonathan graduated from Imperial College with a first-class BSc Honours degree in Physics. He also holds an MSc in Finance from the London School of Economics and Political Science (LSE).

  • David Olliver - Manchester

    David joined GMPF in March 2017 and is part of the team focused on direct infrastructure investment. David is a member of the GLIL Infrastructure LLP transaction team and his responsibilities include, deal origination, analysis and execution and the on-going management of the Funds’ assets. Prior to joining GMPF, David worked for The Co-operative Asset Management, and subsequently Royal London Asset Management, in a variety of investment roles. The majority of this 14-year period was spent as part of the team that managed the businesses investments in Infrastructure, Private Equity and other Alternative assets.

    David graduated from Manchester Metropolitan University with a BA in Business Economics.

  • Jonathan Ord - London

    Jonathan came to LPP from London Pensions Fund Authority (LPFA). He joined LPFA in March 2013 where he focused on infrastructure, which he continues to do at LPPI.

    Jonathan sits on a variety of boards for LPPI and GLIL, including Semperian PPP Investment Partners, Guild Investments and Camulodunum Investments.

    Before joining LPFA, Jonathan worked for Cardano, a fiduciary manager, where he was a Private Markets Analyst. Prior to this he was an executive for the infrastructure team at the Hinduja Group, an Indian multinational conglomerate. He holds a BA from University College London and MSc from Oxford.

  • Katya Romashkan - Portfolio Manager

    Katya joined LPP in January 2019 as a Portfolio Manager, Infrastructure, after spending 13 years creating, developing and leading infrastructure investment transactions across a number of infrastructure sectors, including transmission, new energy, water and wastewater and airports.

    Prior to joining LPP, Katya spent 10 years working for Balfour Beatty Investments, a highly successful international infrastructure development and investment company. In her role as a Transaction Director she was responsible for originating new opportunities, developing strategic relationships with key clients and co-investors, undertaking project commercial structuring, leading key negotiations and ultimately managing a successful financial close process. She also assisted operating teams with resolving material operational issues and supported asset disposals. Prior to Balfour Beatty Investments Katya spent three years in a boutique infrastructure advisory firm in the US.

    Katya holds an MBA from London Business School and a degree in Commerce (Finance and Management) with distinction from McIntire School of Commerce at the University of Virginia. She speaks fluent English, Russian and Ukrainian.

  • Colin Simpson - London

    Colin joined LPP in March 2019 to take up a newly created post of Head of Asset Management, Infrastructure. He brings 13 years of international experience providing consulting and advisory services for project investors, developers, lenders and state agencies across the full investment cycle.

    His role involves ensuring that the assets of GLIL meet targeted investment returns and project compliance as well as managing stakeholder relationships.

    Prior to joining LPP, Colin was an Investment Director with Amber Infrastructure with responsibility for a global portfolio of social infrastructure and renewable energy assets in addition to central functions such as investor reporting. Earlier in his career he worked for global engineering consultancies Arup and AECOM.

    Colin holds an MBA with distinction from Cass Business School and an engineering degree from Heriot-Watt University in Edinburgh.

  • Alan Robertson - Liverpool

    Alan joined Merseyside Pension Fund in May 2019 as an Investment Analyst working across Infrastructure, Local Investments and Credit.

    Alan completed his bachelor’s degree in astrophysics at Edinburgh University before studying for his PhD in particle physics at the same institution. He is currently study for his Investment Management Certificate.

  • Hanan Adarkar - London

    Hanan supports the origination, execution and management of GLIL’s investments.

    Prior to joining GLIL in March 2019, Hanan spent six years at KPMG, where she was a Manager in their Infrastructure Advisory practice. While at KPMG she worked on conducting financial analysis and commercial structuring for a number of Social Infrastructure and Real Estate projects.

    Hanan holds an MSc in Finance from the London School of Economic and Political Science (LSE), a degree in Economics from the University of Warwick and is also a qualified member of the Chartered Institute of Management Accountants (CIMA).

  • John Douglas - Manchester

    John has been the Accountant for Greater Manchester Pension Fund since joining GMPF in 2014. Responsibilities in this complex role included statutory reporting, investment accounting and audit management for the pension fund and other specialist vehicles. Since the formation of GLIL in 2015, John has been responsible for maintaining the financial records and statutory reporting for GLIL and its subsidiaries. In 2019, John joined the GLIL Investment Team.

    John’s career began in 2006 working as a Fund Accountant at BNY Mellon. Before joining GMPF, John was the accountant for a large multi-site college in Manchester with responsibility for treasury management and statutory reporting for the college and its subsidiaries.

    John holds a BA Honours degree from the University of Leeds, a Post Graduate Diploma in Finance from Leeds Metropolitan University and is a member of the Association of Chartered Certified Accountants

  • Nicholas de Rivaz - London

    Nick is an analyst in the investment team and is responsible for providing analytical support to the investment team

    Prior to joining GLIL in April, Nick spent three years working at Operis where he gained experience providing financial modelling and financial advisory services for infrastructure transactions. Nick has also had experience working in a start-up, Breca, where he focused on strategy and business expansion.

    Nick graduated from the University of Bristol with first class honours in Astrophysics and has passed all three levels of the CFA programme.
